The year 2011, it was commissioned in Tainan City to carry out, on the landfill sites and waste sorting/processing plants (sites), the environment assessment, environment monitoring & evaluation, and supervision plan – control and analysis of waste and monitoring and analysis of underground water. From the environmental control and monitoring on the waste sorting/processing sites; waste’s sample analysis and underground water quality monitoring and test to study the possible environmental impact to the neighboring area so that to keep a step ahead to control the potential source of pollution and the likely extent. Through the grand inspections & monitoring on the landfill sites and the operation superintendence to assist the site operators / management units with the management and control procedure; to maintain the landfill site operation standards and advance the image of the government. This project commenced from 16th June 2011 to 15th June 2012 on: Sinying-phase 5, Yanshui-phase 2, Guantian and other landfill sites and completed waste TCLP tests, 10 times; 65 numbers of underground water samplings; waste treatment plants’ monthly supervision on operation procedure, 12 times, monitoring of heavy metal Chromium (Cr) in the underground water, 10 times, submission of work progress, twice; waste treatment sites’ grand inspection procedure, once; environmental monitoring at Rende-phase 3 site, 4 times; environmental monitoring at Guiren-phase2 site, 4 times; environmental monitoring at Madou-phase 2, 4 times; environmental monitoring at Xinying-phase 5, 4 times, all completion rate of 100.0%. During this project, sampling of underground water from 65 wells has been completed. Although the results showed some requirements of a few sampling wells still failed to meet the monitoring standard levels, these have been gradually improved, by the Environmental Protection Bureau, by strictly prohibition of disposing un-sorted waste and with implementation of incinerating un-sorted waste rather than buried. The results of underground water quality monitoring and test are improving ever year. The TCLP test values meet all the required standards and the environmental monitoring test on four landfill sites, the improvement rate of monitoring test reached above 90%.
